    Marijuana Retailers Illinois: A Record-Breaking Year for Cannabis Sales

    If you’ve been keeping an eye on the cannabis industry, you’d know that 2023 was a year like no other for Illinois.     2023 was a year of milestones for Illinois marijuana retailers. To close out the year, they set a new monthly sales record in December, selling a whopping $181.8 million worth of cannabis products. And that’s not all; a staggering $153.9 million of that came from adult-use purchases alone. Medical marijuana also saw a surge in sales, reaching $27.9 million in December, the highest since April.

    A High Point for Tax Revenue

    Legal cannabis sales weren’t just a boon for consumers; they were a cash cow for the state. Recreational marijuana sales generated an impressive $417.6 million in tax revenue for Illinois in 2023, according to the Illinois Department of Revenue.

    From day one, my administration has put equity first to build the most accessible cannabis industry in the nation,” Governor J.B. Pritzker proudly declared in a press release. His commitment to equity in the industry was evident in the numbers and the impact it had on communities across the state.

    Setting Records, Breaking Barriers

    Records were not limited to just sales numbers; Illinois also saw a surge in marijuana product purchases. In December alone, consumers purchased a staggering 4,213,747 individual adult-use marijuana products, setting a new monthly record. Throughout 2023, 42,124,741 items were sold in Illinois recreational cannabis dispensaries.

    When it comes to medical marijuana, concentrates and infused products took the lead, accounting for 53.7 percent of total sales in December, amounting to $15.0 million. Flower products made up the remaining 46.3 percent of total sales, totaling $12.9 million. It’s worth noting that overall medical marijuana sales have also reached nearly $2 billion since dispensaries first opened their doors in November 2015.

    A Look at Fiscal Year 2023

    In an annual report from October about fiscal year 2023, which ended June 30 of last year, state officials said that state-legal marijuana sales had seen “unprecedented” growth, with the opening of 28 new retailers and more than $1.5 billion in total recorded retail sales.

    In terms of state revenue, the legal cannabis industry brought in about $451.9 million for Illinois in fiscal year 2023, according to separate numbers from the Department of Revenue. As in past years, Illinois made significantly more revenue from cannabis than from alcohol, which brought in about $316.3 million during the same period.

    Prioritizing Social Equity

    Over the entire fiscal year, 200 conditional licenses were issued. In December 2022, the department also finalized rules for a new Social Equity Criteria Lottery, aimed at prioritizing people who have been disproportionately impacted by the war on drugs. More than 2,600 individuals applied for 55 new social equity dispensary licenses.

    Efforts to prioritize social equity license applicants are paying off, as diversity in the marijuana industry is on the rise. The industry has come a long way since the legalization of adult-use sales in 2020. Initially, 100% of cannabis businesses were majority-owned by White individuals, with only one majority woman-owned business. However, the landscape has evolved significantly.

    Black-owned companies now make up 27% of the market, while Latino/a or Hispanic-owned companies account for 5%. Asian-owned companies have also made their mark, representing 3% of the industry. Women-owned businesses have grown to comprise 16% of licensed cannabis companies.

    Challenges in the Industry

    Despite these impressive numbers, not everything is smooth sailing in the world of Illinois cannabis. Small craft cannabis growers have reportedly been struggling, despite receiving millions in state aid. While prices in Illinois may be higher than in some other legal states, Governor Pritzker has emphasized the steady growth of the industry and substantial sales to out-of-state residents.
